yes video LAG does refer to the server not being able to sync your FPS to what the server can push out. I have multiple FPS servers that I manage and I know for a fact that if the server cant pump out the fps in witch each client is demanding it will result in FPS LAG.

All the server sends is data, your clients deals with that data. It(client) handles all the video aspects of the game, from textures to characters. For example, if you get DCed, you may still be in the game an not notice it, and depending on the circumstances and the client, you may be able to walk around, but you will get no location updates and other updates, this happening on a short term scale is called rubber banding:
Server: Hey where are you?
Client: I'm right here?
Servers: Thats right, let me send your pos to everyone.
S: Hey where are you?
C:...
S: Hey where are you?
C:...
S: Hey where are you?
C: I'm 10 miles away from the last coords.
S: Fuck no, thats impossible/you failed to answer fast enough, reverting to last received coordinates
C: Hey how come my coords are different from the server's coords ? Correcting...
The server simply tells you stuff, it doesn't draw a picture.
