What are the quests required for Steel Rake entry?

You have to do a quest from a guard in Belusan fort. Have to find a shugo, he is in 3 spots in Belusan, Kurngalfberg, Anair Lighthouse, Hoarfrost Fortress. After that is complete you are teleported into Steel Rake do the quest there go to Pandaemonium and poof you are done.

Sorry forgot to add you need to be level 40 to acquire this quest.
