Most people are also at the same stage of the game as you are. In the 30s - where sorcs are quite strong against just about everything and people are introduced into having to watch their radar so they aren't one shot from above.
Funny how that works.

Of course that if a "key ability" is beyond overpowered it should be toned down. The class that got nerfed should just be buffed in some other area to compensate, there's no reason to leave an exceedingly powerful ability like that because "otherwise the class would be weak", that just means the class is badly designed and needs a total revamp. I'm not specifically talking about Fear though.
To be fair, only thing that irks me about Fear is that it gets to last its full duration in PvP while our sleep lasts only 7 seconds, and that's while not being able to break on damage! And it isn't even that powerful 1 on 1 (even if it's virtually impossible to defeat an SM as a sorc if you don't get to CC him first), but in group fights if you get feared you're pretty much dead.
I know your class has lots of issues, but I believe fear should be toned down a little and your other problems should be dealt with (like lack of damage in endgame, or pets not scaling enough, etc).

I'm getting so tired of all these newly rolled sorcs complaining about dying all the time and not being able to crit and other crap in /4 and on the forums lately. . . . .
This is all the damned trolls fault. Stop nyerking about mid-game mechanics for christ's sake, level cap still isn't 30 you morons.
